Blend all ingredients for the spice blend and set aside. Heat sufficient oil for deep frying in a wok. Heat the pan with the oil over a medium heat and salt the garlic and chopped onions until they become translucent (about 4 minutes). Total the stock and bring to the boil, stirring frequently with a wooden spoon. Turn the heat down so the liquid is impartial simmering. Add the fish chunks and mussels making sure to bury them deep into the rice. After 8 minutes add the prawns and cuttlefish and cook for a further 58 minutes.
